Normalmente utilizo MS da TT ou da MuEmu, então como eu não sabia onde ficavam as alterações de IP e SQL Passworld, eu segui os seguintes tutoriais

Logo de inicio reparei que na pasta ExDB não se encontrava o arquivo .EXE que se inicia em conjunto com os demais no servidor

Em seguida reparei que havia um arquivo ExDB.rar, então fiz a extração do mesmo e substitui os arquivos (não sei se fiz correto) o que deu origem ao arquivo .EXE que faltava.

Fiz o link de todos os EXEcutáveis do servidor no StartUp
